CHALLENGE
The Oregon Department of Environmental Quality ended a 10-year administrative program to give heavy trucks engaged in research and development on Oregon roads a fuel tax and weight mile tax exemption.
SOLUTION
Since no other state agencies were in a position to continue the tax exemption program, the PAC lobby team concluded the only potential course of action was to codify the R&D tax exemption program in Oregon law. PAC went to work to make the case that this was a valuable program to an in-state manufacturer conducting valuable R&D work in Oregon.
RESULTS
PAC passed legislation and created new law – ORS 825.475 – which not only reinstated the R&D tax exemption program, but codified it in statute.
